cpp-options: ["-std=c99"] lead to target ‘-std=c99’ is not a module name or a source file (revisit after commercialhaskell/stack#5532)

Very simple reproduction - just create a new project (via `stack new`) and add the line `cpp-options: ["-std=c99"]`. Afterwards start `ghcide` and it will produce the mentioned error.
