This update brings in fixes for powershell provisioner issues

The test cases are failing due to the test library used https://github.com/dylanmei/winrmtest is outdated. We'll have to get this library fixed in order for them to pass. |

The winrmtest needs to work with latest changes in masterzen/winrm
