We've got a TODO here: https://github.com/hashicorp/packer/blob/master/builder/azure/common/vault.go#L1 from 2016; the sdk appears to have added a vault client that same year but we never got around to implementing it. The current vault client doesn't seem to be deleting things correctly, so it's probably time to upgrade.
