This is coming out of conversation with @jayantkolhe: the top-level INSTALLATION file currently says "These instructions only cover building grpc C and C++ libraries under typical unix systems.". It should be more of a language-agnostic matrix of per-language instructions (perhaps linking to other per-language instructions).
