There is a bug in protobuf 31.0, which is what grpcio-tools 1.73.0 is using.

I will link the protobuf issue with all the deatails so I don't repeat here: protocolbuffers/protobuf#22178

The bug was fixed in 31.1. It would be great to release an update for grpcio-tools.
