Tentative universal-darwin gems on 1.43.x branch are missing native libraries #28414
Description
The build on the 1.43.x branch is currently broken such that the shared libraries in universal-darwin packages are missing.
E.g. there are no files like src/ruby/lib/grpc/3.0/grpc_c.bundle in the gems.
This is blocking release of 1.43.0 which could otherwise re-instate the universal-darwin target to alleviate #28271.
