Since the tensorflow 2.17.1 image poses some potential problems based on the cuda version installed, in this PR we try to get an image that supports both arm (for now no gpu) and x86_64 for the full image.
UPDATE: ARM cannot be supported because the tfa.nightly cannot be found.
