Because Tahoe._removed_folders doesn't persist in between application restarts and we may need to cleanup after a crash.
Because Core.start() uses Tahoe.kill() when exiting and, on Windows, Tahoe.stop() uses Tahoe.kill() anyway
Since it will be called on restart and only needs to be called once.
