This PR provides some initial, minimal support for fetching and displaying "newscap" messages, (roughly) in accordance with the original proposal outlined in
docs/proposed/newscaps.md. Further documentation and tooling pertaining to this feature will be provided at a later date; consider this a very early "proof of concept" for a more robust inter-grid messaging system to expanded upon in the future.
