Connecting the Monitor's signals/slots earlier in the setup process
ensures that connection-related notifications will get triggered.
Before this change, Tor's slowness (in particular, when creating a
rootcap) resulted in these signals being missed because they were
being emitted during rootcap creation (and before the appropriate
signals/slots were actually connected).
