ZKAPAuthorizer now (41446070c99adf0092d619e6ba09ca76d0454ce1) accepts configuration controlling how the lease crawler runs.

This configuration can arrive in the grid configuration blob (alongside the rest) but it needs to be put into the right place in tahoe.cfg.
