As part of the toolbar refactoring work that accompanied PR #338, the "Create Invite Code" action was erroneously changed to trigger/display an "Import Recovery Key" dialog instead of a "Create Invite Code" dialog.

This regression should be corrected so that clicking the "Create Invite Code" menu option launches the correct dialog, as intended.
