Recent feedback from users has suggested that receiving desktop notifications from connect/disconnect events can be bothersome (with one anonymous user calling it "a tiny bit annoying" and another remarking that it "seems unnecessary"). I agree -- especially now that the status panel displays the initial "connecting"/"connected" state. Accordingly, this notification policy should be toggled "off" by default (but remain available as a Preferences option for users who wish to continue receiving such notifications).
