The current reader-shp does not work due to a JTS refactoring. I stumbled over this more accidentally as we include it for the release only.
So, this module does not get the attention it needs and so we move it into a separate repository, where we invite the community to fork&contribute: https://github.com/graphhopper/graphhopper-reader-shp

Of course, we pushed a fully functional version there.
