The community component documentation needs some clean up for consistency.

• Owner? How to we clarify who owns or is responsible for a specific community component?
• Can we (or do we need to) rephrase the statements surrounding Grafana vs community support to tone down the vendor side and try to maintain the neutral project status?
• Remove the stability levels on community components (some community components have a stability level statement and should not)
• Add a link in each community component topic back to the community component explanation: https://grafana.com/docs/alloy/latest/get-started/components/community-components/
