Currently, we don't verify that the reachability metadata repository that an user uses is compatible with the buildtools version.

Describe the solution you'd like
We should verify that the schemas packaged with the reachability metadata repository that is used by buildtools is of a certain version and fail the build if there is a version mismatch, or they are outdated.
