I have removed the workaround from DevStack openstack/devstack@c5d1a05 Let's retry.

I'm now seeing some rabbitmq start up issues. We manually install these packages in the devstack-action action so I think that might be related. Given DevStack has its own logic for restarting that, I'm banking on us being able to remove this now. To be seen.

Oh, merging this might have been a bit premature. We probably wanted to run all our jobs again (since they didn't run previously: see above) to ensure we weren't breaking anything. Hopefully things are working as expected still 🤞

(as an aside, the fact that GitHub Actions can't handle Zuul/Tide/Mergify-style speculative merging is a colossal PITA)
