We don't generally run tests against EOL versions. We should drop this instead. I've proposed that via #3373 |

Fixes #3371
Checking the logs for running CIs in #3370, I see that the job for deploying OpenStack with Bobcat is failing. Devstack tags ended up pointing to the root cause here
