Add compute/v2/extensions/tags.ServerTagsExt to allow read tags right
from a Server body.

Fix compute/v2/extensions/tags to use the valid microversion.

Add ServerTagsExt usage example to compute/v2/extensions/tags docs.

Add ServerTagsExt into ServerTags acceptance test.
