Duplicate import statement issue persists, let's wait until the linked PRs are merged that address this issue. In the meantime, something is funky with the environment tests, and I'm not sure what. @daniel-sanche can you help out here? Do we need to run all those environment tests still?

googleapis/gapic-generator-python#1726 should fix the duplicate import statement, I believe. So once that change gets merged and released (post-freeze), the regenerated version of this PR should be fine.

We can ignore the environment tests for these maintenance PRs. There's a test deployment issue, but it's probably not worth investing the time to fix until we start doing more feature work in this repo again, which is where the tests were most helpful. I've been meaning to remove them from the pre-submit list until then
