I don't quite understand how a bunch of the tools that you call work (eg Trampoline), but at a high level, this seems fine, and I'm trusting this is largely prior art adapted from elsewhere where it's working.

This PR uses owlbot to copy the release configuration files needed to publish packages to PyPI.
