Newest release of gapic-generator-java should add reflect-config.json file for GraalVM. Adding a temporary Do Not Merge tag to the release PR until owl-bot PR with those changes come in.

Newest release of gapic-generator-java should add reflect-config.json file for GraalVM. Adding a temporary Do Not Merge tag to the release PR until owl-bot PR with those changes come in.

The owl-bot PR with the changes came in: #2131. If possible, please merge in the owl-bot PR with the new files. Let me know if you have any concerns with these changes.
