Do we have any existing customers using DirectPath? Bigtable identified a bug in Gax that customers would run into NullPointerException if isDirectPathXdsEnabled() is true.
We are going to fix it and re-release shared dependencies, so I would suggest wait until a newer version of shared dependencies is released and updated in this repo, then merge this PR.

Newest Shared-Deps has been released: #2801. Please merge this version in prior to this release. Thanks!
