This PR replaces @googleapis/api-pubsub with @googleapis/pubsub-team and @googleapis/yoshi-java with @googleapis/cloud-sdk-java-team. b/478003109
I recreated this pull request from #2694 because cloud-java-bot is trying to delete the loggingUtil Java code.
