Translate should accept an environment variable to change the endpoint #1655

Looks like https://github.com/GoogleCloudPlatform/google-cloud-node/blob/master/packages/translate/src/index.js#L378 has the endpoint for Translate hard-coded. This should be able to be overridden by an environment variable, say GOOGLE_CLOUD_TRANSLATE_ENDPOINT ?
