This pull request updates the auth library to version 0.19.0. This update introduces OpenTelemetry gRPC and HTTP wrappers for T4 tracing. The version change is reflected in the .librarian/state.yaml file, the auth/CHANGES.md changelog, and the auth/internal/version.go constant. There is no feedback to provide.
