These are some fixes that are needed to make the browser use case work again.
Note: the current set of tests is not good enough to test this change. I'm also including this change into a huge test refactoring PR #1310 so these changes are actually tested properly there, but I do want to send this PR separately (and update #1310 to make it a test-only PR after these changes are in). Browser test failure is expected in this PR, because the tests are broken.
