What happened?
ctrl-c-exit.test.ts (added in #9272) is consistently failing for windows e2e, for example:
What did you expect to happen?
I would love for it to pass, and also we probably want to require all the various e2e tests to pass before merge, b/c even though this is failing on every PR, we are still merging PRs (though since it's not their fault, it's a bit of a bug that's a feature situation XD).
