We need even more visibility into our release goings on.

Details

In this card #7565 we created alerts for failures on some specific jobs. Since then we've added more jobs and automated the release process to the point that we need more visibility (victims of our own success so to speak!)

Acceptance Criteria.

• there is a dedicated channel for alters from gemini cli
• we get alerts for each new release; patch, stable, preview
• we get alerts for each failed job against main for all the workflows related to releasing or patching.
