The edit tool has been seeing the following issues:

1. Same change error
2. Looping when its unable to edit a given file
3. Higher latency to respond to the user in certain scenarios
4. 40% of errors are due to "no_occurrence" found.

This is the master bug to track all ongoing edit issues. Note: The latest edit changes have been in release for a week so we need to make sure we are fixing the right tool.
