As the suite of behavioral evals grows, it is becoming increasingly difficult to track which test covers what scenario. Some tests lack structural categorization.
Adding JSDoc metadata annotations (like @group, @Scenario, and @maintainer) to older tests in the �vals/ directory will help standardize the suite.
