The following PR adds the support for confidential GPU driver installation using cos_gpu_installer. Currently it support s H100 and B200 GPU families. This PR mainly focuses on the GPU driver installation related changes. CC mode is not being measured as we plan to have full GPU device attestation going forward.
Tested these changes with local unit tests.
