Update golang.org/x dependencies to their latest tagged versions.
Once this CL is submitted, and post-submit testing succeeds on all
first-class ports across all supported Go versions, this repository
will be tagged with its next minor version.

Fix two paths by which a malicious image could cause unreasonable
amounts of CPU consumption while decoding.

Avoid iterating over every horizontal pixel when decoding
a 0-height tiled image.

Limit the amount of data that will be decompressed per tile.
