Managing preheat provider instances in Harbor CLI.

instance create, instance delete, and instance list are already present.
This issue is for adding the remaining instance commands.

Commands

1. instance view

   • View details of one instance
   • Supports input by name or id

2. instance update

   • Update existing instance settings
   • Supports flag-based input and interactive input

3. instance ping

   • Check health/connectivity of an instance
   • Supports input by name or id
