Users list wrong display when Locale is not "EN - English" #12951

Describe the bug
Path /if/admin/#/identity/users
When Locale Not "EN - English" <No name set> display <No name set>
To Reproduce
- Set someone name as ""
- Change Locale to "ZH_TW" or anyone else that not EN - English.
- To
/if/admin/#/identity/users
Expected behavior
Just show <No name set>
