feat: add Athena WorkGroup operator for force deletion#569

When a CloudFormation stack contains an AWS::Athena::WorkGroup with named queries or prepared statements, stack deletion fails with DELETE_FAILED. This adds an operator that uses DeleteWorkGroup API with RecursiveDeleteOption=true to force-delete such workgroups. Closes #555
