The introduction of a Pack Scanner with low memory profile, which processes and inflates objects on demand instead of pre-loading into memory all deltas - or having to rely on caching which is also memory intensive. The focus is primarily on pack files that are >4GB in size.

• Implement PackScanner that can be used in standalone.
• Provide PackScanner as a Clone option.
• Provide PackScanner as a Open option.
