Changing to draft since I just realized a major limitation of the shared provider library: Mergeable state and build status don't come in for Azure PRs, making it impossible to classify them into the "Ready to Merge", "Conflicts" or "Failing CI" Launchpad categories. Looking for solutions/workarounds. |

Closes #3978
Adds Azure caching of account/projects/orgs and basic Launchpad support.
Note: avatar urls from azure are not publicly accessible, so they do not work for quickpick iconPaths. For now we are using the "account" codicon for anyone on an Azure PR until we find a better way.
