The PR description lists changes to actions/setup-cli/install.sh (version pinning + installed_version output), but this PR only modifies actions/setup/js/check_workflow_recompile_needed.test.cjs. If the install script fixes are intended, they need to be included in this PR; otherwise, please update the PR description to avoid implying those fixes are being shipped here.
