Tested by CTS the tests webgpu:api,validation,encoding,cmds,render,draw:max_draw_count:*.

It seems like there may be some subtlety in determining the draw count for multi-draws, but I haven't really looked into it. (Since multi-draw is non-standard, the spec doesn't tell us what to do.)
