To reproduce:

• Open a barcode question
• Rotate the device to landscape or tap the "rotate" button while the button is still small
• Even if you're in landscape, the rotation button will grow after a few seconds

When the experience is already in landscape, it's confusing to have the button become more eye-catching because usually users will want to stay in landscape at that point. The idea with the button growing is that if you're in portrait for a while and unable to scan, the button size changing catches your attention so you can have a better chance at a successful scan.

The button could either always be small when in landscape or stay however it was before rotation.
