Found during testing: #1168
After applying filter in Search field there is no context menu with two options either download all Entities or only visible ones.

Steps to reproduce the problem

1. Navigate to the project with Entities; -> https://staging.getodk.cloud/projects/139/entity-lists/cacti/entities
2. In Search field provide some text that will fit the entities table e.g. barrel and click Enter
3. Click on the Download button -> The downloading will start
4. In the csv file there will be all entities not just the searched ones.

Expected Behavior:

When filter from Search field is applied the download button should show context menu with two options either download all Entities or only visible ones.
