Scenario:

1. Create a public access link for a form
2. Access his Public access link in offline mode. It will show the Offline mode icon in top left side
3. After that turn off internet and it will not load the form

e.g., it works if I use https://url/-/x/LT82NSTFbUBriNcO7GoLaglcp5hJqpG but it won't work if I use https://url/-/x/LT82NSTFbUBriNcO7GoLaglcp5hJqpG?st=VIRWmo!yes!vh29kIze4S5rl2YRRqdASTE2ryiLcfYvpwcRqpuLq7DqfavFwY5kM
