Description
If a map has an Annotations layer, it can be deleted while annotations edit panel is open. The panel doesn't update itself when the user deletes the layer so if some buttons, on the annotations panel, are clicked errors happen.

Steps to reproduce
- Open a map with Annotations (or create annotations on a map)
- Open the Annotations tool panel from the Burger Menu
- Click on an annotation to open its details window
- Open the TOC while the Annotations window is still opened
- Select the Annotations layer
- Delete the Annotation layer
- See the Annotations window doesn't change
- See the error on the screen
Expected Result
- The Annotations layer should not be deleted while the Annotations window is opened (or the Annotations window should be updated if the Annotations layer is deleted)
Current Result
- The Annotations layer can be deleted while the Annotations window is still opened (and the Annotations window doesn't update itself if the Annotations layer is deleted)
