Description

We should provide a way to remove spatial filter and cross layer filter from querypanel plugin via configuration.

Reasons:

• Sometimes the cross layer plugin is not installed.
• Some contexts like dashboard still not have a way to specify cross layer and spatial filter, so is better to keep it hidden

Acceptance criteria

• Cross layer and spatial filter can be disabled using localConfig
• dashboard should not show crosslayer and spatial filter as filter (at least until they are not implemented)
