Steps to reproduce

• Open a map
• Enable fullscreen from toolbar (bottom right)
• Open TOC
• Select a layer
• Move the mouse over the toolbar buttons

Expected Result

• Tooltip should show up

Current Result

• Tooltip doesn't show up
