Description

WMTS layers in OpenLayers do not respect the configuration visibility flag.

Steps to reproduce

• Add one or more layers from a WMTS catalog
• set one or more of them as invisible
• Save the map
• open the map with openlayers
• all the layers are visibile

Expected Result
Layers respect the saved visibility value.

Current Result
Layers are always initially visible
