Allow dashboards to be saved and re-opened: See mockup

To do this we should:

• create a new category called DASHBOARDS
• allow to save dashboard configuration with button save
• allow thumbnails, title, descriptions and permissions like a typical map
• create a path to retrieve the created dashboard
