Description
When the dataset is empty and it has a lot of columns, it is not possible to scroll horizontally to view all the available columns in it.

How to reproduce
- Create a new map
- Add a dataset that have no rows from catalog
- Click the layer and open feature grid from layer tree
- The feature grid will say "No features available" and only the columns that are visible in viewport can be viewed
Expected Result
When opening the feature grid and there are multiple fields, then it should be scrollable to view them.
