Description

Considering all of my other pull request to update our entire babel setup, I figured it would make sense to update some of the main packages as well.

We should update the following packages:

• @babel/core from 7.23.9 to 7.28.4
• @babel/preset-env from 7.23.9 to 7.28.3
• @babel/preset-react from 7.23.3 to 7.27.1
